Cilantro Shrimp Fritters

For Fritters
1 cup white onion, finely chopped
1/3 cup cilantro, finely chopped
About 1 lb shrimp, shelled, deveined and chopped coarsely
1 cup flour
1 cup water (add a tad bit more if necessary)
2 limes, halved
Salt and fresh pepper
oil for frying
For Dipping Sauce
4 tbsp soy sauce
4 tbsp rice vinegar
3 tsp sugar
3 green onions, chopped
Heat oil in a fryer or a large, deep, heavy pot (oil should be filled about 3 inches high) to 365 degrees (use a thermometer).
In a bowl, combine onion, cilantro, shrimp and flour. Stir in water to make a thick batter. Season with salt and pepper. Cover and refrigerate for 3 hours.
While batter is chilling, mix together the soy sauce, vinegar, sugar and green onion to make the dipping sauce. Season with salt and pepper. Set aside.
Drop batter, 1 tbsp at a time, into the hot oil, cooking about 5 fritters at a time. Cook 3 minutes, until deep golden brown. Drain on paper towels. Season with salt and pepper and squeeze lime over the fritters. Serve immediately with the dipping sauce.
